Is it possible to install the sound packs to a computer's main hard drive and still play them back? Could a small external hard drive help somehow?

at least defragment the drive before installing a library - remember to leave ~20 - 25% free space on it.
external drives help as far as they don't collide with other devices (eg. firewire audio and firewire harddisk on the same bus especially on a mac) - if your internal drive is 5400 rpm only consider an external one.
