VI PRO shows up as a separate icon in the lower left corner of VE PRO, it´s not in the list of other installed instrument plug-ins. You need the latest versions of both VE PRO and VI PRO, and of course the corresponding licenses need to be available.

But several vip & vep licences are provided, which is a good thing for network soft but only one for the libraries, so libraries are stucked on one pc, it's a pity.

No this is not possible, but there is nothing to stop you installing the libraries on all computers and then transferring the dongle as necessary.

It could be possible if there was only the library licence on the key !
So if you are going to be wanting to open VSL on multiple computers it would be better to put the licences on their own key, so that it really is plug and play.
