I highly doubt this is a Windows 11-specific bug, even though it is possible. Windows 11 has been out for long enough now that any compatibility issues should be sorted, and I've never had a single compatibility issue - Windows 11 is good for prime time.
I can't see why everything else (including files of similar size) would install just fine, and only the Violins 2 B Dark take a long time. What I might instead suspect is some kind of bug in the underlying Qt framework that the Vienna Assistant is written in. I have a slightly similar issue with the Steinberg Assistant (written in the same framework), where after it finishes downloading a file from Steinberg (say, a component of a Cubase update) and it has gotten the entire file (often getting the entire thing in just a few seconds), it seems to not realize that the download has completed and instead has slowed to very low speeds. When I pause this download and hit the resume button, it instantly realizes that I have the entire file and installs it instead. But, if I don't pause it and hit resume, it will sit there for a very long time (possibly forever) waiting for the file that is already fully downloaded to finish downloading. I think both the Steinberg Assistant and the Vienna Assistant are written using the same Qt framework.
I've also had Qt related bugs in VSL software before, mostly from the software using the wrong copy of the Qt framework on the system. I found that installing certain VSL software in a certain order can cause problems because the newer Qt version installed with certain programs can be overwritten by the older Qt version in other programs. I have to make sure that I install the VSL products in a certain specific order to avoid issues.
