I believe the VE version is available for 'compatibility' purposes only, same as for the VI Player.
Pretty sure there are some users who have been using the non-pro version of either or both VI and VE for a long time and who perhaps would - understandably - be aggrieved if forcibly taken out of their familiar territory by having to switch to Pro versions for iLok - even for free.
Yes you're right, for users of Pro versions of both, there's no reason to install the non-Pro iLok versions.
Paul will of course correct me if I'm wrong and might perhaps give us more of the thinking behind the iLok VSL product lineup. But right now I hope he's deep into some much needed sleep.
