New Sib Soundset

Is supposed to have SY Woodwinds, but I don't see anything in the instrument list. Are they the same as the VI Woodwinds?

There's a new Sibelius sound set for our SYNCHRON-ized Woodwinds collection called "VE SY Winds". This sound set comes with the latest version of the "VSL Soundset Installer".

Yes, I installed that, but was expecting the instrument list in the House Style to reflect the SY instruments the way it does with the SY Strings.

For the SYNCHRON-ized Woodwinds you can use the same Sibelius instruments as for the VI Woodwinds.
