One way to do this is with legato articulation only, perhaps the fast legato, and make the staccato note slightly higher velocity and very short. Another way is to use sustain or portato/detache for the first note, with a slight overlap to a legato that is equally short and slightly louder. If it is a repeating pattern this will avoid legato being triggered on the attacks of the first note in each pair. Also, you have to make sure that the legato is set to "mono" and not global which may blur the line depending on how much overlap there is.

Download the PDF at "39." and listen to the examples how they sound. Even if I not used the legato-articulation it often sounds as if I used it.
In any case it could be an interesting PDF for you how to create real sounding performances with just 3-4 articulations.
Remark: "portato long" and "portato short" is called "détaché long" and "détaché short" with strings.
