Does upgrading to SE Complete Bundle (Adding Vol 1 PLUS + Vol 2 PLUS) mean I will have the complete versions of every single instrument and no need to purchase the single instruments individually anymore?

Your question is a little unclear, and I am not an official responder, but at least I can say this, in case it clears things up for you.
There are Special Edition instruments, and there are Full Version instruments. The Special Edition instruments have more limited articulations and patches, and they are sampled in two semitone increments (that is, whole tones). The Full Version instruments have the full variety of articulations and patches, and they are sampled in one semitone increments (that is, half tones). Also, there are I believe some Full Version instruments that are simply not available in the Special Editions (I could be wrong on this.)
If you get the SE Complete Bundle you will have all of the instruments and all the articulations and patches available in the Special Edition versions of the instruments. But you still only have a more limited number of instruments, articulations and patches because they are not Full Version instruments.

FWIW, the full instruments allow much greater flexibility than the SE instruments with the many additional articulations, and one can hear the difference between the half-tone and whole-tone sampling (though the difference is not "huge").
One can still manage quite nicely with the SE instruments, and the additional articulations of the Plus portions do make a signficant difference. What I would strongly suggest, if you are not using it already, is to also get VI Pro. The stretch function is particularly useful within SE, as you can create additional articulations: longer or shorter detaches, portatos, faster or slower legatos, etc. It can help compensate for some of what is missing compared to the full libraries.
