I've been talking with Steinberg support and finally found a reproducible way to cause this crash:
1. New Project
2. Add 100 Midi Tracks
3. Open VST Rack (F11)
4. Click rack instruments and Insert Vienna Ensemble Pro VST3
5. (Cubase asks Assign MIDI track to VEP? Click Cancel)
6. Select all MIDI tracks and Press record.
7. Cubase becomes unresponsive.

I've also been able to recreate the crash using a slight variation, working in the "Find Tracks" function and attempting to record on a single midi track, and alternating in some Shift+click operations. I was able to record onto 100 tracks flawlessly UNTIL i loaded VEP, so the fact VEP is inside the project seems to result in the crash. VEP server plugin was disconnected and never connected to an instance.
Hopefully this information is of use for either Steinberg engineers or VSL programmers.
