The most obvious problem is you are using "VSL Ensemble Special Edition Plus" soundset. For dimension strings you should be using "VE Strings" soundset.

Thanks for the screen shots they helped alot. The remaining problem is the manual sound sets. On my mac the VSL Custom Data folder is found: Mac HD>Users>Shared>VSL Custom Data> Choir VI Presets , etc. However when I open the manual sound sets in Sibelius I get a strange list that includes three of the presets and roland libraries, syn orchestra , general midi 1 and 2 etc. How do I get the manual sound set in Sibelius to access the VSL Custom Data folder that I have set up?

Sibelius doesn't know about or care about the VSL custom data folder. It gets its sound sets from ~user/Library/Application Support/Avid/Sibelius 7/Sounds/
In that folder you need the file VE strings.xml. This is the strings sound set that is used by the DImension Strings and others by Sibelius. The manual sound set page in the Playback setup screen uses that sound set when you specify the instruments for the dimension string midi channels.
On the manual sound set page screen grab that I included, you'll see that the Sound Set is set to VE Strings. This is the file in the .../Sounds/VE strings.xml file I mentioned above. The program name for each channel needs to be Dimension Violins. It gets this information from the sound set. When you select Dimension Violins and click apply, you should see the sound ID chaned to strings.violin.ensemble.dimension. This indicates that you set the correct sound ID. So you do this for each MIDI channel.
VE strings.xml in the Avdi Sounds folder is the Sibelius equivalent for the Vienna defined Sibelius presets in the VSL custom data folder. You need both of these for the two programs to communicate effectively.

The play configuration now looks and behaves as described in your screen shots.
When I try to play the score there is no sound. The score is on the Mac and the sounds and mir pro are on the PC connected via REM fireface and Mol system .
When I play the keyboard it will record note in the score but no sound. the virtual keyboard in MIR pro plays the sound files on the PC which I can hear via the aiso and fireface. The show button in manual sound set show the MIR PRO window on the mac and is not connected to anything.
What else am I missing?

The setup plays when MIR pro 5 on the PC side is in the server mode and Sibelius is connected to the instance on the PC side. The text and articulations generated by Sibelius are ignored by MIR pro. The second problem is dropout and static. On my system using logic 9 as a sequencer and the MIR Pro server I get unacceptable dropout and static. I switched to Vienna ensemble with sound output AISO via REM Hammerfeld to REM fireface 800 and it solved the problem; this setup is rock solid. I am getting the same problem with sibelius and MIR pro server. Is there a set up for Sibelius and MIR pro that is hardwired like the logic sequencr system described above? Also why are the articulation messages from Sibelius being ignored? I think I have the setup right.

Stephen, I'd like to see screen shots of your setup (like the one's I posted) before guessing further about what the problem is.
Alternatively, if you can post the relevant files somewhere then I'll be happy to try to get it to work in my system. I don't however have a slave setup. But I suspect this is not a master slave issue. I think it has to do with using Sibelius and VE Pro incorrectly. Relevant files include the following:
A sibelius score
A Sibelius playback configuration files (both the data folder and the xml file found in the users/Library/Application Support/Avid/Sibelius 7/Playback Configurations folder)
A VE Pro viframe and/or metaframe file with instruments loaded and configured
