Hi – First, I would like to thank whoever created the Dynamic and Majestic pre-set. It is beautiful. One thing. It does seem to me that the instruments do not play the full range that they typically do. The Fr Oboe seems to start to sound at B natural above middle C. How can I adjust the playable ranges back the traditional ranges.

Christian Kardeis made these great presets!
You are right about the range of the instruments, and you can adjust the range (and all other parameters) of each instrument/slot easily.
To adjust the range, check out the virtual keyboard in Advanced View (see page 50 in the VI PRO Manual):
=> Activate the range button (top right on the keyboard), then adjust the range handles fo the selected slot.
