    Is Vienna Imperial meant to be thought of as outside the usual VI? I mean it's selectable in Logic as an instrument in itself and not via the VI Pro or VE Pro breakout. It's not discoverable in VI Pro interface, at least with my installation...

     Vienna Imperial is a stand alone or plug in of it's own.  It is not a library to run inside VI/VIpro.

    You should be able to use it in VEpro,  it appears as a VST (AU) plug in.
