like mentioned on p. 43 of MIR Pro's Preliminary Manual, Room Tone is actually a separate audio file player plug-in which is used and controlled by MIR Pro exclusively.
It can be instantiated automatically for any new project by a Preference, otherwise you will have to add the Room Tone player plugin manually form the Add Plugin context menu. To avoid confusion, there can always be just one Room Tone channel active in any MIR Pro project.

Which Venue have you chosen? Is VE Pro's audio engine started at all? What happens when you bring up the volume as far as you can (ideally both the fader of the Room Tone channel and the master fader)? Remember that in most cases the noisefloor of a hall is as quiet as -70 or -80 dBfs. Could it be that you simply overheared that very faint noise?
