For some reason every time I try and download my activation code to my dongle it says that my time and time zone settings seem to be different/incorrect and won't complete the activation. Could anybody help please.

The time zone settings need to be correct to download a license, that´s correct. I just checked and it seems like this already worked for your VE PRO 4 license, a few days ago... What changed since then?
Apart from checking the time zone settings, also make sure that you are using the latest version of the eLicenser Control Center!
