From what I understand, the Special Edition packages are sampled in whole steps where the DVD instruments are sampled in half-steps. Is this correct? If so, is this difference something that would be audible in a final piece of music? In other words, if I created two versions of the same piece, one using just Special/Extended instruments, and another version using the equivalent DVD instruments, would I be able to tell one version was interpolating half steps and the other one wasn't?

We hve optimized the Special Edition in a way that it will be very hard to distinguish between those 2 versions, if it´s not all about half-note movements in the music.
You will not hear a difference in the sonic quality (otherwise we wouldn´t have released this product), but other samples (the added half-tone steps) will be "musically" distinguishable.
