    Is there a way to keep VE or VE Pro from scanning the whole library each time it is started up?

    this is really a bad feature, since it is not necessary to do a whole "rescan" unless there are new files!

     No, it's not possible to do this, as it's part of the copy protection. The only way to speed up the scanning is to remove the instruments that you aren't intending to use from Directory Manager.
