I tried and put a "motor on" message on the vibraphone staff, but there was no reaction in the VI - so I checked the Sibelius playback lexicon, where the entry to "motor on" is a "+vibrato" command. I don't know why, but it just wouldn't work.
So I did a little magic myself ;-) and got into the little Vibraphone matrix of the SEplus Instrument and installed a CC for the H-span and than of course I changed the lexicon entries in Sibelius accordingly. (For "motor off" as well, because a reset by the technique command "natural" wouldn't stop the motor once turned on.)
Yes, I doublechecked that the official Sound Set is being applied on the MIDI bus (which leads to the VE instance that includes the Vibraphone VI) and that in the manual sound set the Vibraphone is called correctly on the respective channel.
So my little workaround may be fine, but I do wonder what's preventing the original Sound Set from acting properly.

Thanks for finding that. That's a mistake in the Vienna Symphonic Library House Style. The dictionary entry for motor on should be SoundID "+motor on" and for motor off SoundID "-motor on". An updated Vienna House Style file will be online soon.
