It should work as written.
Please check your Sibelius dictionary entries for tremolo.
Staff Text/trem should be Sound ID Change +tremolo.unmeasured Until next sound ID change
Articulations/16 tremolos; 32 tremolos; 8 tremolos all should be Sound ID Change +tremolo.unmeasured
If you are using the text command "trem" or "tremolo", you can switch back to normal hits with the command "ord."

The strange fact is that tremolo works very well with Solo and Appassionata Strings but not with SE+ timpani.
Is there a difference in settings?
No, they all use the same Sound ID for trem. (+tremolo.unmeasured).
Sometimes it helps putting an "ord." in the score before a new articulation starts. This resets the Sound ID.
Is everything else working correctly? Do all other instruments in the VE instance with the SE PLUS sound set switch as they should?
