The only way I could see it working is if the VE Pro server let you attach multiple VSTi slots to a single instance on the slave. Then the first would show up on MIDI port 1, second on port 2, etc. But once a VE Pro instance is attached to a VSTi instance in Cubase, it is no longer accessible. So you can't do that. At least I haven't figured out how.
Any help out there? Or are we stuck with 16 MIDI channels per instance?

Firstly you need to be on at least Cubase 4.5 (AFAIK). then you need to make sure that you use the VST3 plugs ///
Next make sure that you have set the number of MIDI ports to be used in your VE preferences.
Then set the correct number of VSTi Outputs that you want. Bear in main that 1 stereo = 2 Outputs, and the more you have, the more strain on your PC.
