     Why there is no perf legato for appassionata basses?

    I would imagine it's because they didn't record any. [;)]

    I seem to remember it being explained that within the time available for the Appassionato Collection it was decided to limit the number of articulations (just compare any of the App Instruments with orchestral, for example), and legato basses were considered less important than some others. I tend to agree, as legato is probably my least used articulation on the Double Bass anyway.
