Can You buy the Performance Set on its own

This might seem like a really stupid question, but if you purchase the performance set, does this include the required samples for the featured Performace Set instruments, i.e does it work independently as a legato tool.

The Performance Set works on his own. If you want for example programm a legato line, it works without using samples out of the orchestral cube.

But you don't have any normal multisamples like staccatos, detaches, portatos, no dynamic samples (crecendi, diminuendi, sfz, fp etc.),
and no basic phrases like tremolos, trills or flattertongue.
