Thought I'd share with you all that I have found Acid to be the best option when hacked to support 3 GB.
It supports a seemingly unlimited number of VSL instances. I'm using about 20 right now and it works fine.
Each track is configured to MIDI through from Finale va a MIDI Yoke. In this way Finale completely controls everything. Each staff is a differenrt MIDI channel.
The MIDI through on Acid is reasonably good. It doesn't always play back perfectly. However, Acid will record all the MIDI channels from Finale independently so once your score is finished, you can convert it to MIDI and record the tracks in Acid accurately.
This is where the real power of Acid comes in. One, it supports surround panning of any VST instrument, which is itself an outstanding feature. Two, you can RENDER the music in non-real time so that there are _no_ playback errors or latency. You can FX the crap out of it and it sounds perfect.
I do not know if Cubase or Cakewalk support all these features, but so far Acid seems to me by far the best option for the price.
