That would be Bonjour at a guess. Try uninstalling it, then disable VEP setting "Advertise on Network" and when you start VEP just click OK to the warning dialog that comes up. Despite what the dialog says it doesnt actually need Bonjour, and VEP will keep loading after that.

If you do have servers running on other PCs you will need to enter the IP address manually inb the VEP daw plugin. Once done in any one project, it doesnt need to be done again. If you keep all your VEP instance on your local DAW machine then you definitely dont need Bonjour. Its just a broadcaster/helper to find other instances of VEP automatically.

Windows has started to conflict with Bonjour. Apple havent updated it since 2015 and it competes with MS own mDNS server daemon.

I have uninstalled Bonjour from my PCs and have been appealing to VSL to be rid of it altogether in Windows but they say its a big undertaking. I dont think it's that huge, MS have done most of the work. I think VSL dont see it as viable yet because not enough complaints about Bonjour have been sent to them. It seems to be more problematic on newer CPU that have P+E cores.

Every time you update VEP and other apps that use it like iLok, they will automatically install their dodgy and often different/older bundled version of Bonjour and you'll have to keep uninstalling it. But thats better than a non functional system.
