When I try to create an instrument track with VI Pro in Cubase 9; 10; 10.5 whatever the version is, I can't find its vst3 version.
This vst3 version (///) is not in the plugins manager.

Right. The only VSL software with both a VST2 and a VST3 version is Vienna Ensemble Pro.
Vienna Instruments Pro has only one version. It is VST2.
VST3 doesn't suport Program Change, so if using it you'd lose that controller source

That would make all my custom programs unusable. I'm horrified that Dorico is going to only support VST3.

EDIT: I found this answer from someone at Steinberg. They say program changes can be received. Can you clarify this point? As you can guess, it is quite shocking.
