Finale 25 and VEP 6 - more than 16 instruments

I am a bit stumped as to how to best use VEP 6 with Finale 25 when writing for a larger ensemble. I have a score with 23 instruments and have done, in VEP, what I normally do with Digital Performer and loaded up the 23 instruments. 16 of these go in VEP 1 (1-16) and the balance in VEP 2 (1-7), all part of the same instance. 

However, Finale wants me to do things differently and seems to require a second instance for the instruments contained in in 2-1, 2-2, etc.. I hope I'm being clear.

Does that mean that in Finale you can only use 16 channels per instance?

You can either load a second instance of VEP or use the Event Plugin to send more channels to the same instance. Finale can load up to 8 VSTs
