it isn't just a matter of a VST called "VEP surround". surround is a way to configure a project's mixer in VEP. "The surround plugins are only available in surround projects."
Once you have done and you have that loaded, you connect to that
[project (vi frame), as resides in a VEP metaframe] in Cubase VST
instruments, as Vienna Ensemble Pro 5 Surround.
if you have the metaframe coupled with Cubase, and it has that surround config. Cubase will remember that and it will load its project with the appropriate setup in VEP. If you have it decoupled, you handle what is loaded on the VEP side - as a preserved metaframe - before connecing with Cubase (which does remember what VST Instruments slot is which metaframe).
