Almost the same situation here. I'd like to purchase the trumpets and the horns but don't have any need for the trombones and the bass section.

For Sibelius I created additional presets for the Low Brass section in order to use them without octave transposition. You can find them with the latest version of the "VE Woodwinds+Brass" sound set.

Actually a better way would be for the product to be valued at the cost value of the actual DVDs that the sample come on, which is virtually nothing. then only the licence would have to be downloaded, which is sort of the case anyway.
In the UK there are no import taxes on sample libraries, as the buyer doesn't actually own anything. However, in the past many purchasers have had fights with the Customs officers, which are too stupid to understand their own rules.
FWIW I do know another company that has adopted the method that I outline, and maybe it would be a good thing for VSL to consider.
