The License "is" a vienna key? or what is the license?

here is a description of the ViennaKey.
And here are more answers to the same question you posted.
I´ll try to put it in other words: You get 1 license for each VI Collection you purchase. You can distribute these licenses onto different ViennaKeys or have them all on 1 key, as you like. This key is your copy protection, without it, you cannot use your VI Collection.
1 license can only reside on 1 key and cannot be copied.

sorry for my incomprehension. you mean that I can distribute for example license from solo strings on one vienna key and orchestral strings to another or you mean that i can distribute licenses of all SP full onto 2 keys and for example my brother can work on one computer and i can work on the second computer with vienna key?

No.
In fact if you buy the SP your brother is not allowed to use it anyway, as the licence is exclusive to you. There are exceptions (such as if your brother was working on your music) but I would suggest contacting support to go through the exact detail of what you want/need.
