How to make VE Pro load samples when loading project?

Can't figure this one out: when I start from a cold boot and load up a project in Cubase, the VE Pro instances on my slave machines open up but I have to manually load the setup into each VE Pro instance (via File>Open Project).  After the first time I load it up, it "Preserves" the loaded instruments/samples and works fine.

So how do I force it to load the samples the first time I run it?  It's acting like it's "Preserving" the empty instances of VE Pro the first time I load up my template.
