Well, these are very different cards. Otherwise, I'd say RME, hands-down. The quality of RME's stuff is on a totally different level, in basically every way - from on-board components to drivers. But the 9632 is a purely digital card - just lightpipe in/out, as I recall. The Fireface 400 might be an option, though. It depends on your budget. Have a look at Apogee, as well.
For the most part, I've learned my lesson with m-audio. It's cheap (with all the negative connotations that word implies) in the short term, but you'll probably wind up spending more money when, a few months down the road, you realize you need an upgrade. And chances are, at that point, you'll probably wind-up buying something from RME, Apogee, MOTU etc... And m-audio's driver development?.... well.... errr... mmm...
My opinion only. But I've owned audio interfaces from m-audio, RME, and Apogee, so it's not just conjecture. I think the only interface worth buying from m-audio is (was?) the Audiophile 2496. That was an okay interface, for the money. But I will never buy an audio interface from m-audio again.
