please uninstall Vienna Ensemble manually as follows:
1. Trash the Vienna Ensemble folder from Macintosh HD/Applications
2. Trash the Vienna Ensemble plugin files from Macintosh HD/Library/Audio/Plugins/Components and /VST
3. Trash the VSL Custom Data folder from Macintosh HD/Users/Shared
4. Trash the Preference files:
-com.vsl.vsldirs1.plist
-com.vsl.vslfrontend.plist
-com.vsl.appPresets.plist (if this one is not there, please do not worry!)
from Macintosh HD/Library/Preferences
5. Trash the receipt files:

Hi Oliver,
After the uninstall routine, have you actually downloaded and installed the version of Vienna Ensemble currently available at http://vsl.co.at/en/68/375/377/239.htm or have you run your old installer?
If you are unsure, please go through the uninstall routine once more and try again with the latest update of Vienna Ensemble 2.0, now labelled RC2, from 11-8-2007!

i just read *... or the network port is unavailable* .... have you by chance put the OS X firewall into stealth mode or running some beast like zone alarm or norton? then make sure port 6179 TCP and UDP is open for local calls.

most probable it might turn up to be a permissions issue - run disk utility against your system volume and repair permissions, then reboot and validate manually.
just solved a similar issue after upgrading from 10.4.8 to 10.4.10 ...
generally you should make sure to reboot before and after and have nothing running during an update - be it the operating system or an application - also check permissions after every update.
