Tom, an option could be to use "Velocity" as a dedicated switching controller.
For example, you use velocity Xfade sustains on one cell, and a staccato patch on a second cell. And as switch controller between this two cells you define Velocity.
That means, at a dedicated velocity level, for example above 100 you are triggering the staccatos, below you are trigger the sustains. Volume and Xfade is controlled by any continous controller, for example Modwheel, so the Velocity strength won't effect the volume.
In this case not the note length is defining the articulation, but the velocity level, which is a very powerful feauture, especially if you are in Velocity Xfade mode.
