Hard to believe no one's answered this, so I'll give it a try. I run the full Cubase, not Elements, but I don't see why you wouldn't be able to run the Special Edition on Elements. The limitation wouldn't be so much on whether you can run it all, it would be how many tracks and VST instances you can run. Here is a comparison chart by Steinberg on the various Cubase versions. Pay close attention to the first section marked "General," and you will see these limitations.

I hope someone who actually runs Elements can speak on this for certain. My remarks are intended only as suggestive. You might also try posting this question on the Cubase forum.
