     I noticed that a few matrices in Vienna Percussion seem to be set up for vertical control of the mod wheel, but they do not respond to the mod wheel because the contoller 1 was not assigned. Is this intentional? 

    I found this in the following matrices:

    07 Bass Drum A all

    10 Concert Toms all

    11 Roto Toms all

    I apologize if this minor issue is already known and discussed.

    You are right. They are assigned to CC0. They will be probably better to use, if you change V-Span to CC1.
